The most dominant natural feature is the seemingly endless expanse of green savannah, surrounded by karst hills and mountain ranges that fortify the Belu region. Unlike the generally hot beaches of NTT, the air in Fulan Fehan is very cool and often shrouded in thick fog, creating a magical and calming atmosphere.

In the middle of this valley, visitors can find wild cacti growing abundantly among the coral rocks. The presence of these cacti provides a unique visual contrast—a blend of green grass with the character of arid plants. Furthermore, the soil composition here is largely adorned with sharp coral rock formations that jut out to the surface, indicating that this region was likely the seabed uplifted millions of years ago through a long geological process.

Ecosystem and Biodiversity: Home of the Wild Horses

One of the main attractions that distinguishes Fulan Fehan from other destinations is its still very natural ecosystem. This vast grassland is home to hundreds of horses and cattle belonging to local residents, which are released to graze. The sight of herds of horses running freely amidst the fog offers a visual experience reminiscent of mountain landscapes in Europe or New Zealand.

In terms of biodiversity, the region is dominated by short grasses that are resistant to extreme weather changes and sporadically growing hard-trunked trees. Endemic Timor birds are often seen crossing this area, adding to the richness of fauna that birdwatching enthusiasts can observe.

Fulan Fehan offers various activities for adventurers and tranquility seekers:

1. Savannah Exploration and Photography: The vast area allows visitors to walk through the valley. Every corner offers a different photographic perspective, from the iconic cacti to the backdrop of Mount Lakaan, often covered in clouds.

2. Historical Tour at Makes Fortress: Not far from the savannah, lies the historical site of Makes Fortress. This seven-layered fortress is a traditional defense site of the local tribe, made from stacked coral rocks. Inside, there are ancient graves and stone thrones that are still preserved with sacredness.

3. Climbing Mount Lakaan: For those with more stamina, climbing to the summit of Mount Lakaan offers a 360-degree view encompassing the Timor Leste region and the northern coastline of Belu.

4. Interaction with Livestock: Visitors can observe the semi-wild lives of the residents' livestock up close, but it is still advised to maintain a safe distance for security reasons.

Best Time to Visit

The visual characteristics of Fulan Fehan change drastically with the seasons, giving tourists a reason to visit more than once:

  • Rainy Season (December - April): This is the best time for those who want to see the "Green Highlands." The entire valley will be a deep emerald green, with fog descending almost all day. The atmosphere will feel very humid and fresh.
  • Dry Season (May - October): The grasslands will turn golden yellow. Although it looks more arid, during this season road access is much safer, and the night sky views are usually very clear, ideal for astrophotography enthusiasts to see the Milky Way.

The most ideal visiting times are in the morning before 9:00 AM when the fog is still hanging low, or in the late afternoon before sunset when the orange light illuminates the gaps between the hills.

Conservation and Environmental Protection

As a pristine area, the preservation of Fulan Fehan is a shared responsibility between the local government and the indigenous community. Conservation efforts focus on protecting native vegetation and maintaining the cultural site of Makes Fortress. Tourists are strongly urged not to litter, especially since plastic can harm livestock grazing in the area. Furthermore, taking coral rocks or cactus plants is strictly prohibited to maintain the local ecosystem balance.

Accessibility and Facilities

Reaching Fulan Fehan requires a journey of about 1 to 1.5 hours from Atambua, the capital of Belu Regency. The road access is currently quite good and paved, although there are some steep inclines and sharp turns that demand driver vigilance.

Facilities at the main location are still quite minimal to maintain the natural feel, but a parking area, several gazebos for shelter, and public toilets are available near the main entrance. There are no formal accommodations in the savannah area, so tourists usually stay in Atambua or go camping with permission from local community leaders.

Fulan Fehan is tangible proof that East Nusa Tenggara not only has beautiful beaches but also highlands capable of enchanting anyone who visits. The tranquility it offers, combined with the mountain breeze and the thundering hooves of wild horses, makes this place a must-visit destination for those seeking an escape from the hustle and bustle of city life.
