History of Belu Regency: The Eastern Gateway of the Archipelago

Origins and Traditional Kingdom Era

Belu Regency, located in the southern part of the equator on Timor Island, has historical roots centered on the traditional leadership system of the Loro. The name "Belu" itself in the local language means "friend" or "companion," reflecting the communal nature of its people. Historically, this region was dominated by the Tetum tribal confederation. Its social structure was led by charismatic figures like Loro Bauho and Loro Lakekun. Before the arrival of Europeans, Belu was part of a highly valuable sandalwood trade network in the international market, connecting the interior of Timor with traders from Java, Makassar, and China.

Colonial Era and Territorial Division

The presence of Westerners in Belu began with the arrival of the Portuguese, followed by the Dutch (VOC). Belu's position became very strategic as it directly bordered Portuguese Timor (now Timor-Leste). One crucial event was the Treaty of Paravicini in 1756, which began to map out the spheres of influence in Timor. However, definitive borders were only established through the Treaty of London (1859) and later clarified in the decision of the international arbitration court in The Hague in 1914. During the Dutch colonial period, Belu was managed under the Onderafdeeling Belu system, with its capital in Atambua since 1916, replacing its previous seat in Atapupu, a historic port town known as the "Back Door of Timor."

Independence Struggle Era and Integration

Following the proclamation of Indonesian independence in 1945, local figures from Belu like A.A. Bere Tallo played a vital role in consolidating support for the Republic. Based on Law Number 69 of 1958, Belu Regency officially stood as a second-level region under the Province of Nusa Tenggara Timur. Belu's history cannot be separated from the geopolitical dynamics of East Timor. In 1975, Belu became a primary point for receiving refugees due to the civil war in the neighboring territory, and it once again became the center of world attention during the 1999 referendum. The Seroja Monument in Atambua stands as a reminder of the struggle and integration history involving soldiers and the local community.

Cultural Heritage and Modern Development

The people of Belu preserve their noble heritage through the Likurai tradition, a war dance that has now transformed into a welcoming dance for honored guests. Archaeologically, the seven-layered fortress site of Makes in Tasifeto Timur is evidence of the resilience of the Tetum tribe's traditional defense in the past. In the religious dimension, the Cathedral of Santa Maria Imakulata in Atambua is a symbol of the center for the spread of Catholicism, which has had a significant impact on the community's education and social systems.

Currently, with an area of 1,125.96 km², Belu has developed into an economic growth center on the national border. The development of the Motaain Cross-Border Post (PLBN) by President Joko Widodo in 2016 marked a new chapter in Belu's history, transforming it from a peripheral region into Indonesia's modern front porch without abandoning its adat identity of "Budaya Sabete Saladi."
