Waduk Gajah Mungkur is not just an ordinary irrigation infrastructure; it is a monumental achievement in landscape architecture and civil engineering that defines the identity of Wonogiri Regency, Central Java. The project began in 1976 and was completed in 1981. Architecturally, this development was a colossal "bedol desa" (village relocation) project involving the relocation of over 51,000 residents from 51 villages across 7 sub-districts.
The architectural decision to place the dam at the confluence of small rivers like Keduang, Tirtomoyo, and Temon was based on the natural topography of the Thousand Hills region that narrows in that area, visually resembling a "Gajah yang Mungkur" (an elephant with its back turned), which gave this structure its iconic name.
