The first event was the rejection by local residents of the NICA (Netherlands Indies Civil Administration) troops who were accompanying Allied forces in 1945. The construction of this monument was carried out in several stages. The structure we see today was inaugurated on November 16, 1991, by the then Commander of Kodam VI/Tanjungpura. The chosen location was not arbitrary; the monument stands in the Pantai Sudirman area, a location that was historically a strategic defense zone and the site of armed conflict between local fighters against colonial military supremacy.

Behind the main statue stands a majestic concrete pillar shaped like a ship's sail, soaring high. The sail shape symbolizes Balikpapan's identity as a port city and reflects the unyielding spirit of the coastal community. At the base of the monument, there is a circular relief wall. The last major restoration was carried out to beautify the area around the monument, making it more tourist-friendly without losing its sacred value. Lighting was installed around the reliefs and the main statue, so that at night, the monument remains majestic and becomes a striking landmark from afar. Preservation efforts also involve educating the younger generation through regular school visits during the commemoration of Heroes' Day.
